Environmental and animal-related fines in Georgia (Waste Management Code — matsne 2676416; Code of Administrative Offences; Forest Code).

LITTERING (Waste Management Code, Article 31):

— Up to 2 kg of municipal waste (incl. cigarette butts): GEL 80

— Littering from a residence or building: GEL 200

— Littering from a vehicle: GEL 250 (if caught on camera, the fine goes to the vehicle owner)

— Up to 5 tyres: GEL 500; 5 or more: GEL 2,000

— Batteries, light bulbs, glass shards, sharp objects (up to 2 kg): GEL 500

— 2 kg or more of waste: natural person GEL 500, legal entity GEL 1,500

— Over 1 m³: GEL 1,000 / 3,000

— Large-volume waste (vehicle, appliances, machinery): GEL 2,000 / 6,000

— Fouling territory with pet faeces (Article 33): GEL 50

— Construction waste (up to 1 m³): GEL 200 / 500

— Misusing waste containers (Article 31(10)): GEL 200 / 1,000

BURNING:

— Burning non-hazardous waste in the open air or in unsuitable equipment (Article 35): GEL 200–500

— Burning plant residues (stubble, dry grass) on agricultural land: GEL 500 plus compensation for environmental damage; criminal liability if it causes a forest fire

— Burning grass under forest canopy, in forest glades, and stubble near forest boundaries is prohibited (Forest Code, Article 34)

ILLEGAL LOGGING:

— Preparing timber on state forest territory without documents (CAO Article 66, as amended 29.05.2025): GEL 2,000 plus confiscation of the timber and tools

— Breach of forest-use licence conditions: GEL 2,000; repeat GEL 4,000; if not remedied — tripled, then ninefold

— Serious cases: criminal liability under Article 303 of the Criminal Code (illegal felling)

— Transporting timber without a waybill: GEL 500–5,000 plus confiscation under Article 286 of the Tax Code

ANIMALS:

— Ill-treatment of an animal causing pain, suffering or bodily injury (CAO Article 104): GEL 100–500

— Torture or cruelty resulting in death or mutilation (Criminal Code Article 259): 120–240 hours community service, 6–12 months house arrest, a fine, or up to 1 year imprisonment; in a group / repeatedly / in front of a minor — up to 3 years
