Public order fines in Georgia — Code of Administrative Offences as amended in 2025 (sharply increased amounts).
— Petty hooliganism (Article 166) — swearing in public places, insulting citizens and similar acts disrupting public order: fine of GEL 500–3,000 or administrative arrest up to 20 days; repeat by a person already penalised: GEL 3,000–5,000 or 5–60 days of detention
— Non-compliance with a lawful order of a police or law-enforcement officer (Article 173): GEL 2,000–5,000 or detention up to 60 days; aggravated cases: GEL 3,500–6,000 or detention from 7 days
— Insulting a law-enforcement officer (new Article 173¹⁶): GEL 1,500–4,000 or detention up to 45 days; repeat: GEL 2,500–6,000
— Violation of the rules for organising or holding an assembly or manifestation (Article 174¹): GEL 2,000; specific violations GEL 5,000–6,000 or detention up to 60 days
— Deliberately blocking a road, participating with prohibited items: GEL 5,000 or detention; for organisers GEL 15,000–20,000 or detention up to 60 days
— Covering the face at an assembly to prevent identification and other prohibitions (Article 174¹(8)): GEL 2,000 or detention up to 7 days; repeat GEL 2,000–5,000
— If a fine is unpaid, a repeat offence may lead to administrative detention instead of a fine (2025 amendments)
