Municipal fines and fees in Tbilisi (current for 2026).

PUBLIC TRANSPORT:

— Fare evasion (bus, metro) and taking a child aged 10–16 without a ticket (CAO Article 130(4)a): GEL 20; doubles to GEL 40 if unpaid within 30 days

PARKING:

— Zonal parking rate: GEL 1 per hour (first 15 minutes free, up to 4 stops per day); zonal spots are marked with pole codes like A722

— Citywide parking permit: GEL 50/year (GEL 25/6 months, GEL 4/week) — does not cover hourly zonal spots

— Unpaid zonal parking or parking against a prohibition sign: GEL 50 (doubles if unpaid within 30 days)

— Parking on a sidewalk or pedestrian crossing: GEL 100 + towing risk

— Towing: GEL 150 + GEL 20 per day of impound storage (retrieving a car starts at about GEL 200). To locate a towed car: 032 2 93 44 44 or the Tbilisi Parking app

— Residents living within 100 m of a zonal area can register up to 2 vehicles for free using the property cadastral code: parking.tbilisi.gov.ge

TRADE:

— Unauthorised street trading (CAO Article 153³): GEL 20 + confiscation of goods; using a vehicle, trailer or cart: GEL 500 + confiscation

GREENERY:

— Damaging or destroying green plantings (from 25.06.2026): GEL 500; repeat GEL 1,000
